Some carb advice, maybe?

I have a '58 Sears Allstate 175 Standard (a Puch175SV??)...and I think I have a carb issue. The motor's freshly rebuilt...but not the carb. The carb is absolutely clean. The idle jet's a 40 (stock issue, I believe...). No idea on the main jet or needle. But they all look to be in good shape. I'm run...

Here's what I've been told/shown: With the kickstart lever off the splined shaft... Look at the end of the splined shaft. There's a slit running across it. That slit should be aligned with the gap in the splined-shaft end of the kickstart lever. (The gap that "closes" when you tighten the kickstart ...

So - a verdict on the kickstarter? Is/was it a broken spring? Or was it simply untensioned (is that a word?)? If the kickstart lever has been off for whatever reason, it's very simple to lose the tension on the spring when reinstalling. If I hadn't just received direct instruction from Matt at Motor...
